In Jainism, there is no single earthly “ruler of Anuttara.” Anuttara means “supreme” or “the best.” The beings described as Anuttara are the enlightened ones who have perfected right conduct, knowledge, and bliss.

• The 24 Tirthankaras are the supreme teachers of their era; each Tirthankar is an Anuttara Purush of that time.
• Arihants (those who have conquered inner enemies but have not yet attained final liberation) are also regarded as Anuttara in their respective periods, but their state is not a permanent “ruler” over all; it is the highest spiritual attainment within a given time.
• Digambar and Shvetambar traditions both affirm this concept: Anuttara refers to the perfect, omniscient beings (Tirthankaras and great souls) rather than a worldly ruler.
