In Jainism, the answer is no.

From a Jain dharma point of view:

• Any form of sexual activity done mainly for sensual pleasure (including oral sex, licking private parts, etc.) is considered maithun‑indulgence, which increases passions (kashayas) and attachment.
• For monks and nuns, all sexual activity in any form is completely forbidden (brahmacharya mahavrat).
• For householder Jains, sex itself is allowed only:

- with one’s married partner, - with restraint, - and mainly for procreation, not for experimenting with new ways of pleasure.

• Acts like oral sex are treated in Jain teachings as unnecessary, excessive sensual indulgence, and are therefore discouraged even between husband and wife. ( jainknowledge.com)

So according to Jain principles of brahmacharya and control over sexual desires, licking the vagina or any similar act is not in line with Jain dharma and should be avoided by anyone who wants to progress spiritually.
