In Jain Dharma, the main bondage comes from inner passions like kāma, rāga, attachment, and mental impurity. So if you saw someone naked but had no sexual desire, no attachment, and no impure thought, then the karmic fault is much less than if lust had arisen.

However, Jain ethics also teaches restraint of mind, eyes, and conduct. So even without desire:

• if the sight created curiosity, disturbance, or carelessness, that can still be harmful;
• if it was seen without intention and without mental impurity, it is not the same as committing a sin of lust;
• for lay followers, the focus is on non-attachment and self-control;
• for sādhu-sādhvī, strict celibacy and restraint are essential, so such a situation is treated with greater caution.

So, in short: without desire or attachment, the sin is not the same, but Jainism still encourages vigilance and inner purity. The key is the state of the mind.
