According to Tattvārtha Sūtra and Jain doctrine, you cannot expect to meet your mother in Dev-lok as your human family member.

In Jainism:

• Rebirth happens according to karma, not according to earthly family ties.
• In Dev-gati, beings are devas/devis, and their relationships are celestial, not human family relationships like mother, father, son, daughter.
• So even if your mother also attains Dev-lok, she would be there as a deva/devi, not as your mother in the same family sense.

So the correct Jain understanding is:

• Possible to be in the same Dev-lok realm only by karmic connection
• Not possible to retain the same family bond as in human life
• Therefore, not as “family” in the human meaning

In short: same realm may be possible, same family relationship is not maintained.
